ATF Extends New 4473 Must-Use Date T he ATF, on Nov. 4, issued an open letter to all FFL dealers, extending the mandatory must-use date of the updated Form 4473. Previously, all FFLs dealers were required to begin using the updated Form 4473 no later than Nov. 15, 2008. “ATF realizes this date is during hunting season and this is a very busy time of year for the firearms industry. As Federal Firearms Licensees, you play a significant role in the transfer of firearms to consumers. ATF recognizes the shared obligation to ensure that persons ineligible under the law do not acquire firearms. Therefore, in an effort to prevent undue burden on you, the FFL, and to allow for proper training of employees, ATF will extend the mandatory must-use date of the new Form 4473 to Jan. 15, 2009,” wrote Carson W. Carroll, assistant director, enforcement program and services. Carroll advised dealers who have questions to contact their local ATF office. For copies of Form 4473, contact the ATF Distribution Center at (703) 445-7801 or, to order online, visit www.atf.gov/dcof/index.htm. Winchester Ammo Sales Increase O lin Corp. announced in late October it achieved record operating income of $87 million in the third quarter of 2008, an increase of 130 percent over the third quarter 2007 level of $37.8 million. Winchester Ammunition’s third quarter 2008 sales were $140.8 million, compared to $129 million in the third quarter of 2007.
