Labels are judgmental. They are the basisofprejudice.It’seasiertoassume something about someone than to be compassionate and listen. It’s a way to hideone’signoranceandlackofcritical thinking skills. By typing others as beneath him, he can dismiss them as unworthy of his efforts, even though, and because,hemakesthepointtothecontrary,a“fact”hechosetoassert,though noonementionedit. Stress is the emotional and physical strain caused by our response to pressurefromtheoutsideworld.If,infact, hesuffersunduestressdealingwiththe generalpublic,heneedstofindanother position, or seek counseling. A public servant cannot pick and choose whom hewishestointeractwith,neithershould hebelittlethemforhisgratification.Escapethroughlabeling,bullying,alcohol, drugs or other compulsive behavior is counterproductive,andanindicationof moreseriousissues. Itcanbetentativelytermed a “homicide,” but should thereafter be modified by adding “lawful” or “justified” when a final determination has beenmade. The person who has used deadly forceostensiblyinlawfuldefenseofself orothersisnotasuspect,butrather,the “intended victim.” Someone who self- lessly exposes themselves to a known risk coming to the aid of and using deadly force in defense of an intended victimortostopaviolentcriminalact, shouldbereferredtoasa“GoodSamaritan.”Stillbetter—simplyrefertosuch peoplebyname. PIOs and investigators often cite as justification for a CIDS the intended victimwas“infearforhis(orher)life.” Perhapstheybelievestatelawcondones useofforcewhensuchfearispresentand prohibits defensive use of deadly force when it’s not. State law will rarely, if ever,requiretheintendedvictimpossess thementalstateoffear.Statelawsoften conditiontheuseofdeadlyforcebythe intendedvictimwhereheorshereasonablybelievedsuchforcewasnecessaryto achieveapurposeallowedbylaw. If crime’s going down, then shouldn’t officer fatalities? Cops on the street will continue to ebb and flow. Unfortunately, agencies are always reacting to stats rather than proactively making things happen — that’s the nature of police work. By Friday, the targets are photographs, and the decision-making is more complex. Still ashamed of my no-shoot performance in the Playhouse, before I entered the Funhouse I asked myself, what will this target require me to do? It worked; I did what I needed to, and the no-shoots all survived unscathed. There are performance standards on the square range, but the sims are the crucible. You have to perform — and think — under pressure, and remain aware of your surroundings and the status of your weapon. “Ammunition management is a problem,” the instructors constantly reminded us, “but it is not our problem.” Similarly, if you have a malfunction, clear it. As Campbell put it, “Don’t just stand there like a cow looking at a new gate — do something about it!” After a week of doing the drills, weapon management and malfunction clearance becomes almost reflexive. With four vigilant instructors patrolling a firing line of about a dozen shooters, they pay close attention to what you’re doing, and they make sure you’re doing it right. Gunsite is demanding, but don’t expect to be bullied or shouted at; there’s plenty of positive feedback and encouragement to go along with the correction. In addition to the coaching, it helped to be there with a buddy. A strong sense of camaraderie develops in the class, but there’s still nothing like a little competition to sharpen up the desire to perform well — as I learned on Friday. One-On-One The final event of the week is the shootoff, a mano-a-mano competition where two students are paired off, side-by-side, to see who can shoot a mirror-image course of fire first. Beginning as a double-elimination, whoever is left standing at the end wins, and gets bragging rights — and a silver Gunsite Raven, which is awarded during graduation. The firing line consisted of a pair of tires laid down on the ground: the shooter on the left puts his right foot in the left tire, and the other puts his left foot in the right tire. At the command of “fire,” you draw and shoot two 8" steel plates; at 7 and 10 yards. Then, perform a mandatory reload before hitting your side of a split Pepper Popper. No matter how well you’ve been shooting or how fluidly you’ve been changing mags all week, it’s surprisingly hard to stand and deliver when you’re shooting against someone. The CIDS is a dreaded once-in-a-lifetime event for the intended victim, not something which is part of their chosen employment or daily routine. The Golden Rule of investigating a CIDS and explaining it to the public should be to treat the citizen involved as you’d want to be treated if you were involved in an on-duty shooting. The protocols the union or benevolent association have adopted for officer shootings are usually a satisfactory model to emulate and adapt to a CIDS. Many who carry concealed handguns do so under HR 218 as active or retired LEOs. Thus, it’s not unlikely the intended victim in a CIDS is an out of jurisdiction or off duty state, local or federal officer who has used deadly force as a common citizen. That alone is reason enough to always apply the Golden Rule. Firing a warning shot may be unheard of in law enforcement and highly questionable. If you make an arrest, you should understand most citizens only know what they’ve seen on TV or what an attorney has told them to expect and how to react in the face of police questioning. Thus, if a Miranda warning or something similar is administered, don’t be surprised to get a request for counsel in response. Worse yet, you might trigger the intended victim’s foolish and unseemly invocation of the Fifth Amendment right to remain silent. You should actually appreciate the intended victim who evidences he or she has received training for a CIDS. They will assert they are the complainant/victim, were compelled by the acts of a criminal actor to use deadly force as permitted by law and request the ar- Arrest The Right Person Extraordinary perseverance and prudence are in order when working a CIDS where the intended victim and malefactor were strangers and there’s clear evidence a violent felony was in progress. Some state laws raise the threshold for or restrict an officer’s right to arrest the intended victim in a CIDS. SUZI HUNTINGTON VANTAGE POINT We’ve focused on flashlights in this issue I’m not a fan of most multifunction I just want the damn thing to turn on and off. I n our Helter-Skelter quest to have allthings-cop be faster, brighter, more powerful and — let’s not forget — cooler, have we ended up making life more complicated? I’d have to say, “yes” — in some ways. We’ve focused on flashlights in this issue, and while I’m not a big fan of most multi-function flashlights — you might be. Personally, I just want the damn thing to turn on and off. I’ve never had a need to send an SOS message; can’t recall once when I would have used a colored light to track a blood trail, and a strobe function can be just as distracting to me as to a bad guy. Imagine trying to shoot your gun in a disco straight out of 1978 — getting past the atrocious fashions of the era, strobedistorted movements are difficult to overcome. Are all these improvements actually solving real problems? You tell me. I was talking with a flashlight manufacturer recently and I asked about all the variables going into the average “cop” flashlight. Surprisingly, he said he learned very quickly if he asked ten cops what their ideal light would be, he got ten different answers. The overwhelming majority of cops he surveyed agreed the most important thing their primary light needed to do was — are you ready — turn on and off. Also, it was about a 50/50 split between those who liked strobe functions to those who didn’t. According to my industry contact, opinions really began to veer when cops claimed a need for a particular function. What the manufacturer learned was a specific need usually was the result of a one-time event and not borne from something occurring with regularity. In essence, it was almost like asking cops what cool stuff they’d want if they could customize their lights. One look in the average police agency employee parking lot at all the cool customized go-fast, jacked-up cars and you’ll start making a connection. We sure love to have the chicks-dig-it factor, and everyone’s idea of the “perfect” car or light is different. But the basics still apply. I remember Clint Smith’s opening monologue in a class I attended: “The side with the simplest uniforms and guns usually wins.” Expanding on this statement, I’m curious how, exactly, strobe functions came into fashion. If you’ve personally had an occasion where the strobe played a significant role in a tactical application I’d like to know about it. I also want to know if using the strobe was a planned event or if you suddenly realized, “Wow, I really need a strobe right now!” If you’ve got to have a light with a strobe, the best method I’ve seen for activating this feature is from a newcomer to cop lights — AE Lights. A separate button on the side of the end cap activates their strobe. And, the cool thing is the button could be “programmed” to perform other functions, like activating a dimming feature. One button turns the light on and off; one button makes something else happen. Simple is best, like uniforms and guns, eh? Have we gone too far? The Real World Most cops aren’t in business and have little concept of profit margins, manufacturing costs, SKUs gone-wild (too many products in a maker’s line-up), production and packaging problems, raw-goods fulfillment, distribution channels, warranties, share holder demands and staffing — not to mention also trying to meet the needs of their customers demands! This means most manufacturers need to keep the number of different “product” models (like flashlights) to a manageable number. So, they have to make hard decisions regarding features, sizes and end-user demands. What I’ve seen occur in an attempt to be all things to all people, many makers cram as many features as possible into one light model, thinking that keeps everyone happy. But it doesn’t.
